Instrumentation & Control Engineer

Job Summary

Under the direction of the Maintenance Section Head, the Instrumentation and Control Engineer is responsible for implementing approved maintenance and calibration programs, work instructions, and guidelines to ensure the quality, safety, and trouble-free operation of production equipment. The role also involves formulating work instructions and guidelines for the operation, preventive maintenance, calibration, and troubleshooting of production equipment.

Duties and Responsibilities:

  • Maintenance Activities:
    • Ensure that the objectives are communicated to and properly executed by subordinates.
    • Assess and update objectives as needed.
    • Prepare requisitions for maintenance materials and supplies.
    • Ensure that completed activities are acceptable to the serviced section’s requirements.
    • Participate in the prevention and control of waste in supplies, energy, manpower, and overhead costs.
    • Update and maintain equipment service and other maintenance records.
    • Monitor performance against a standard on repairs, maintenance, labor man-hours, and work center overhead costs.
    • Prepare weekly work schedules and personnel attendance records.
    • Develop predictive, preventive, and total productive maintenance programs on specific assigned systems and ensure they are carried out by technicians.
    • Perform troubleshooting on equipment.
    • Prepare and manage the budget necessary for a specific section to operate and maintain the assigned equipment.
  • Implementation of an Integrated Management System (IMS) and Good Housekeeping/Manufacturing Practices (5s and GMP):
    • Strictly follow and ensure that policies and practices are understood and conformed to by subordinates.
    • Integrated Management System (IMS)/QHSSE Policy
    • Housekeeping (5s, GMP)
    • Safety (Use of Personnel Protective Equipment (PPE), Familiarization of Safety Data Sheets (SDS or MSDS), Compliance to Safety Signs/Warnings, Use of necessary Work Permits)
    • Conduct orientation for new workers on plant safety programs, documented procedures, and work instructions.
    • Attend safety meetings/toolbox meetings regularly.
    • Conduct Aspect/Impact and Hazard/Risk assessment review annually or as needed.
    • Conduct daily inspections of the work area and report any observed safety issues, unsafe acts, or conditions, and recommend corrective and preventive actions.
    • Ensure the enforcement and implementation of corrective, preventive, and improvement action plans in the workplace.
  • Manpower:
    • Direct assigned manpower.
    • Offer counsel, guidance, or coaching as required to meet maintenance goals/targets and to correct unnecessary behaviors.
    • Assist in the recruitment, training, and performance evaluation of subordinates.
    • Suggest training needs for subordinates and update the training plan.
    • Strictly follow and cascade company personnel policies, rules, and regulations to subordinates.

Qualification and Education Requirements:

  • Education:
    • BS in Electrical, Electronics, or Instrumentation Engineering; preferably with a license.
  • Experience:
    • At least three (3) years of experience as a Maintenance Engineer in the operation, maintenance, troubleshooting, and repairs of equipment in manufacturing or industrial plants.
  • Skills:
    • Knowledge of basic computer applications such as MS Word, Excel, and PowerPoint.
    • Good oral and written communication skills.
    • Knowledge of Root Cause Analysis and Basic Problem Solving Techniques.
    • Knowledge of Hazard Analysis and Critical Control Points (HACCP).
    • Knowledge of Aspect/Impact and Hazard/Risk Assessment.
    • Knowledge of Good Manufacturing Practices (GMP).
    • Knowledge in SCADA, DCS, and PLC.

  • Must have a high level of integrity and be able to work with other departments in a collaborative manner.
  • Ability to interact in a matrix organization, driving results based on OKR (Objective Key Results).
  • Must immerse oneself in the corporate values of D&L and act as a role model in keeping the values working.

Performance Indicator:

  • Develop individual Objective Key Results (OKR) based on management prerogative, which shall center on equipment performance. OKR actions may include energy conservation, cost reduction, productivity, and compliance.
  • Support plans for opportunity improvements to help manage factory efficiency, such as PM adherence and equipment availability.
